Central Bank Governor Pledges Bold Reforms for Economic Stability


 Olawale Cardoso, Governor of the Central Bank of Nigeria (CBN), affirmed the bank's commitment to implementing bold reforms aimed at creating a robust economy that benefits all Nigerians. His remarks came during the 2024 Annual Vanguard Economic Discourse, themed “Reform in an Era of Global Economic Uncertainty: Whither Nigeria,” held in Lagos.

Cardoso highlighted that recent measures introduced by the CBN are beginning to show positive outcomes. He emphasized that global economic challenges, marked by volatility and uncertainty, necessitate tough decisions and strategic trade-offs by policymakers worldwide.

Addressing the audience, Cardoso noted the heightened level of global uncertainty, referencing the World Uncertainty Index which indicates that recent shocks have created a "new normal" of economic turbulence. He pointed out that geopolitical tensions, tight financial conditions, and disruptions to global supply chains are significant risks to achieving projected global growth rates.

Domestically, Nigeria faces its own set of challenges, including high inflation, foreign exchange volatility, rising debt, and sluggish economic growth. Cardoso identified food inflation, transportation costs, infrastructure issues, and security challenges as key drivers of these problems. Additionally, he noted the impact of market distortions and reduced foreign exchange supply on the naira's value.

Cardoso emphasized the importance of collaboration between monetary and fiscal authorities in addressing these issues. He praised Vanguard Newspaper for facilitating important discussions through their summits and expressed optimism that new ideas and collaborations would emerge to strengthen Nigeria’s economy.

Outlining the CBN’s recent initiatives, Cardoso highlighted efforts to tighten monetary policy to combat inflation. He reported a decline in month-on-month inflation rates, indicating early success. The CBN has also undertaken significant reforms to liberalize the foreign exchange market, enhancing transparency, reducing arbitrage opportunities, and improving liquidity.

Cardoso revealed that foreign exchange inflows in Q1 2024 were 136% of the total inflows for the entire year of 2023, showcasing the success of these reforms. Additionally, the CBN is working to improve the operations of Bureau De Change (BDC) and has revoked licenses of those involved in unethical practices.

The CBN is also focusing on boosting diaspora remittances and has licensed 14 new international money transfer operators to enhance competition and transparency in the foreign exchange market. Cardoso stressed the importance of a market-driven framework for price discovery to ensure the long-term stability of the naira.

In the banking sector, the CBN is increasing capital requirements for banks to enhance financial system stability and support Nigeria’s economic goals. Measures are also being taken to enforce ethical practices and corporate governance within banks.

Cardoso concluded by noting the positive impact of these reforms, as evidenced by improved foreign credit ratings and commendations from international institutions. While acknowledging the need for continued effort, he assured that the CBN remains dedicated to promoting monetary and price stability, and to collaborating with other regulators and fiscal authorities for sustained economic growth.
