Nigerian Senate Advances Bill to Establish Nigerian Coast Guard

The Nigerian Senate has moved forward with a bill to create the Nigerian Coast Guard, following its successful second reading during a plenary session on Tuesday, October 15.

The bill, sponsored by Senator Wasiu Eshilokun (APC-Lagos), is designed to enhance maritime security in Nigeria and support the Nigerian Navy in times of war. Sen. Eshilokun explained that the Coast Guard would be tasked with protecting Nigeria's maritime zones, enforcing relevant laws, and ensuring the safety of the country’s waterways. He emphasized that this specialized unit would work alongside the Navy to strengthen national defense and safeguard Nigeria’s maritime interests.

Eshilokun highlighted that the proposed Coast Guard aligns with international maritime security practices, which would help Nigeria better protect its coastline and economic assets. "The Coast Guard will assist in enforcing all relevant laws within Nigeria's maritime zones," he stated, adding that it would play a key role in protecting lives and property in the maritime sector.

He also stressed the importance of this legislation at a time when Nigeria is expanding its economic activities under the government's development initiatives. According to Eshilokun, securing the maritime environment is crucial for unlocking opportunities in the sector and supporting the government’s diversification plans.

Several senators expressed strong support for the bill. Sen. Victor Umeh (LP-Anambra) called for a clear delineation of responsibilities among maritime agencies, such as customs and the navy, to ensure effective coordination. Sen. Ireti Kingibe (LP-FCT) pointed to the estimated N35 billion in annual losses from illegal fishing, which a fully operational coast guard could help prevent.

Sen. Sunday Karimi (APC-Kogi) highlighted the need for the Coast Guard in response to rising global terrorism threats, which pose significant risks to Nigeria's waterways.

Presiding over the session, Deputy Senate President Jibrin Barau emphasized the importance of protecting Nigeria's territorial waters. "This measure will ensure that our naval defense remains secure," Barau remarked.

The bill has now been referred to the Senate Committee on Marine Transport for further review, with a report expected in the next four weeks.
