Sex-for-Votes Scandal Rocks Peru’s Congress Amid Growing Public Outrage

 

Prosecutors in Peru have launched an investigation into a disturbing sex-for-votes scandal involving the country’s Congress, following the tragic death of a lawyer connected to the case. The scandal centers on allegations that a prostitution ring was operating within the walls of the notoriously unpopular legislative body, where young women were allegedly hired to have sex with lawmakers in exchange for political favors and votes.

The investigation began after a violent attack earlier this month in Lima, when hired killers shot and killed 27-year-old Andrea Vidal, a lawyer who had worked for Congress. Vidal was fatally wounded in a taxi, and the taxi driver was also killed in the assault. Vidal’s death prompted a probe into her former boss, Jorge Torres Saravia, the former lead legal and constitutional adviser for Congress. Torres is accused of running the prostitution ring, which allegedly exploited young women, recruiting them for administrative jobs within different political blocs, while facilitating sexual exchanges for votes. Torres has denied the accusations.

The scandal comes at a time of mounting dissatisfaction with the Peruvian government, particularly the Congress and President Dina Boluarte. Trust in the country’s leadership has hit rock bottom, with both approval ratings and public confidence plummeting to unprecedented lows. According to recent polls, Boluarte’s approval rating stands at just 3%, reflecting the depth of disillusionment in Peru. The country is also grappling with a rising tide of violent crime, including racketeering and hired killings, further adding to the sense of lawlessness and political decay.

Peru’s Congress has been under intense scrutiny due to allegations of corruption and unethical practices, with lawmakers accused of exploiting their power for personal gain. Juan Burgos, a congressman and president of the oversight commission, confirmed that Vidal played a role in securing votes from parliamentarians by hiring young women for the alleged prostitution ring. Independent legislator Susel Paredes lamented the erosion of ethical standards in Congress, stating that the scandal exposes the deep rot within political parties and their unchecked control over staffing and legislative power.

Alvaro Henzler, leader of the pro-democracy group Transparencia, condemned the growing lack of moral accountability in Peru’s political landscape, accusing lawmakers of passing laws that protect their own interests and shield them from corruption investigations. Henzler warned that the situation reflects the weakening state of democracy in the country.

This latest scandal is just one in a series of troubling developments in Peru's political environment, with accusations of illicit enrichment against President Boluarte adding fuel to the fire. A raid on her home earlier this year uncovered luxury items, including Rolex watches and expensive jewelry, leading to allegations of corruption. Boluarte has denied any wrongdoing, but the controversy continues to swirl around her administration as public frustration mounts.

As the investigation into the sex-for-votes scandal continues, Peru’s political establishment faces intense pressure to restore trust and accountability to a system increasingly seen as plagued by corruption and abuse of power.
