Japan Cracks Down on Motorised Suitcases Amid Tourist Surge

 

As tourists flock to Japan, drawn by the weakened yen, a new trend is causing a stir: motorised, rideable suitcases. These electric luggage pieces, which resemble children’s scooters but are powered by lithium-ion batteries, have become increasingly popular, especially among celebrities. However, their rise has led to friction with Japanese authorities.

According to Kyodo news agency, two major Japanese airports have issued warnings against using motorised suitcases within their premises. The country's traffic laws categorize these suitcases as “motorised vehicles,” requiring safety equipment and a driving licence for use on public roads. This classification has led to several legal issues for unsuspecting tourists.

In one notable case, a Chinese woman studying in Japan faced prosecution in June for riding a motorised suitcase on a sidewalk in Osaka. The suitcase, capable of reaching speeds up to 13 km/h, was classified as a “motorised bicycle,” necessitating a driving licence similar to that required for mopeds.

Similarly, a recent incident involved an Indonesian boy riding a motorised suitcase through Osaka’s busy Dotonbori shopping area, much to his family's surprise upon discovering the local regulations.

Experts, like Takeru Shibayama from the Vienna University of Technology, suggest that Japan may need to reconsider its vehicle classifications to address the rise of such new transport forms. This follows a broader trend of Japan grappling with emerging transportation technologies. For instance, traffic violations involving electric scooters surged after new regulations took effect in July 2023, allowing individuals over 16 to ride them without a licence.

As Japan adapts to these evolving trends, tourists are advised to familiarize themselves with local regulations to avoid legal trouble and enjoy their travels hassle-free.
