Justice Joyce Abdulmalik of the Federal High Court in Abuja has issued a restraining order against the Central Bank of Nigeria (CBN), preventing it from disbursing any further financial allocations to the Rivers State Government until a lawful appropriation act is passed by a properly constituted House of Assembly.
The ruling, delivered on October 30, stems from a suit brought by the Rivers State House of Assembly, which is currently led by Martins Amaewhule. Justice Abdulmalik ruled that Governor Siminalayi Fubara's decision to present the 2024 Appropriation Bill to a four-member Assembly, deemed improperly constituted, is invalid.
