Across the United States, Immigration and Customs Enforcement (ICE) operations have intensified in recent months — and alongside them, troubling reports of impersonators posing as federal agents have surfaced. Amid this growing tension, a new incident in Fullerton, California, has drawn national attention after an ICE officer was recorded pointing a firearm at a woman on a city street.
According to a statement released by the Fullerton Police Department, the encounter occurred around noon near Santa Ana Boulevard and Shelton Street. A police officer who happened to be nearby reportedly witnessed a man exit his vehicle and aim a gun toward a woman riding a bicycle behind him.
The officer quickly intervened, approaching the man without initially knowing his identity. Upon being questioned, the man identified himself as an ICE agent, claiming he drew his firearm because the woman had been following and recording him for an extended distance.
“The Fullerton Police Officer informed the agent that he could not assist with someone following or recording him if no crime had occurred, and that local law enforcement (Santa Ana PD) was en route,” the department’s statement read.

Video Captures the Heated Exchange
The tense moment was captured on video and later posted to Instagram, where it quickly circulated online. The footage appears to show the ICE agent holding his weapon near his chest and pointing it toward the woman, who is heard confronting him for pulling a gun.
According to reports, the woman was a community watch member who lived in the area. In the video, she can be heard questioning the agent’s actions, while the officer steps in to de-escalate the situation. After a brief exchange, the woman left the scene.
The Fullerton Police Department clarified that it did not assist the ICE agent in the matter, reiterating its adherence to Senate Bill 54, also known as the California Values Act, which prohibits local police from engaging in federal immigration enforcement.
“ICE is a federal law enforcement agency, and Fullerton Police Officers will assist them, and any other local, state, or federal law enforcement agency, in situations involving immediate officer safety,” the department noted.
“However, the Fullerton Police Department has not and will not participate in immigration enforcement efforts.”
National Concerns Over ICE Impersonators
The Department of Homeland Security (DHS) has not yet commented on the Fullerton incident. However, the FBI recently issued a national warning about the rise of impostors posing as ICE agents — individuals who have allegedly committed crimes such as assaults, robberies, and even kidnappings while claiming to be conducting immigration raids.
In a public statement, the FBI urged community members to remain vigilant:
“Due to the recent increase in ICE enforcement actions across the country, criminal actors are using ICE’s enhanced public profile and media coverage to their advantage to target vulnerable communities and commit criminal activity. This not only affects the victims and communities but also has broader negative consequences on law enforcement agencies.”
