Chinese officials confirmed that Admiral Sam Paparo, the head of the US Indo-Pacific Command, held a video conference with General Wu Yanan, who leads the Southern Theater Command of the People's Liberation Army (PLA). This development comes as both nations seek to enhance communication and prevent misunderstandings that have arisen, particularly following the US downing of a suspected Chinese surveillance balloon last year.
The talks, described as “constructive and respectful” by the US Indo-Pacific Command, involved a detailed discussion on key issues of mutual concern. Paparo urged the PLA to reconsider its aggressive tactics in the South China Sea and other regions, emphasizing the need for ongoing dialogue to avoid misperceptions and potential escalation.
The video call followed a recent meeting in Beijing between US National Security Adviser Jake Sullivan and China’s top military adviser. This meeting set the stage for the high-level discussions between the two military leaders.
In addition to these talks, US and Chinese troops are participating in joint military exercises in Brazil, marking their first joint training since 2016. This participation in the exercises, led by the Brazilian armed forces in Formosa, Goiás, signals a potential thaw in military interactions between the two countries, which had been largely suspended after Nancy Pelosi's visit to Taiwan in August 2022.
US Ambassador to China, Nicholas Burns, expressed concerns about the risk of unintended conflicts or accidents between US and Chinese military forces. To further improve relations, the US plans to send a senior Pentagon official to a major security forum in China later this week.
