FCT Minister Wike Issues Final Ultimatum to Landowners Over C-of-O Payments

The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has issued a two-week ultimatum to the owners of 762 plots of land in Maitama to settle their outstanding payments for Certificates of Occupancy (C-of-O). Failure to comply by January 3, 2025, will result in the permanent revocation of their land titles.

The Federal Capital Territory Administration (FCTA) published a notice on December 19 listing individuals and companies whose land titles have already been revoked for non-payment. This action comes after an earlier two-week deadline, given on November 26, which many defaulters failed to meet.

In a statement released by Wike’s spokesperson, Lere Olayinka, it was revealed that the government’s primary goal is to ensure compliance with payment obligations. Since the publication of the most recent notice, many affected landowners have begun making payments.

"The aim of the government is to encourage payment," Olayinka said. "Consequently, a two-week grace period has been granted to allow defaulters to clear their dues."

The FCTA had earlier, on October 5, 2024, identified 3,273 allottees who had not paid for their C-of-O. Of these, 2,511 complied with the directive, leaving 762 plots still in default.

The Land Use Act of 1978, specifically Section 28, empowers the FCTA to withdraw Right of Occupancy (R-of-O) titles for non-compliance.

The new grace period ends on January 3, 2025, after which the government will proceed with final revocation.

"After January 3, there will be no further extensions. Defaulting allottees will lose their Right of Occupancy titles permanently," the statement emphasized.

This development highlights the FCTA's commitment to enforcing compliance and ensuring efficient land management in the capital city.
